PATRICK TOMLINSON
PTA Director and Consultant

Patrick Tomlinson

Patrick Tomlinson is a consultant advisor and interim leader to organizations providing programs for children and young people.

Patrick specializes in program design and development for children and young people who have been traumatized by abuse and neglect, and who require specialist therapeutic residential or foster care services.

His experience spans from 1985, working as a strategic director, operational manager and clinician.

He offers consultancy and interim management services in the following areas:

  • The design and implementation of treatment programs for children and young people, particularly for those in residential and foster care – the development of assessment and planning models;
  • Specialization in developing services and practice improvement for children and young people who have been traumatized by abuse and neglect;
  • The development of outcomes based approaches for children’s programs;
  • Writing services for organizations - the publication of books, papers and internal documents;
  • Mentoring/modelling best practice for service Directors/managers.

Patrick has the ability to create a long term vision and plan for its implementation and is experienced in developing new programs and businesses. He combines vision with very strong analytic capacity, strong task focus and the ability to get things done.

In his post as Director of Strategic Development he had a lead role in creating a new national foster care service and an academic institute, which delivers training and education to the childcare workforce throughout the UK. The Institute pioneered the first foundation degree in therapeutic child care.

He has been a manager and director for nationally and internationally renowned organizations providing therapeutic programs for children and young people whose development has been disrupted and delayed, and who:

  • are traumatized by abuse and neglect
  • have behavioral difficulties
  • have autism or Asperger’s syndrome
  • are in foster or residential care

Patrick holds qualifications to Master’s level in therapeutic child welfare, management and strategic leadership. His knowledge and practical experience are extensive and he has published three books and numerous papers on these subjects.

Dr. LESLIE SCHEULER
PTA Consultant

Dr Leslie ScheulerDr. Leslie Scheuler is the President and Founder of LS Associates (LSA), a consulting firm specializing in program evaluation, research, strategic visioning, and organizational improvement.  With degrees in Music and Social Work and a PhD in social science research, Leslie has professional experience working as a music teacher, social worker, organizational planner, adjunct professor, organizational trainer, and research consultant.  Prior to establishing LSA in 2007, Leslie was a Senior Associate at the New York-based Philliber Research Associates, where she directed the St. Louis office for 14 years. 

Leslie has completed research and evaluation projects for the U.S. Department of State, the John S. and James L. Knight Foundation, the U.S. Department of Education, the U.S. Department of Health and Human Services and Pulitzer Foundation for the Arts, amongst others.  Her work ranges from the field of international cultural diplomacy to the improvement of developmental outcomes for youth to the impact of arts education and programs to support creative thinking to the use of evaluation and staff engagement for organizational transformation.

Leslie is a sought after speaker, presenter and trainer on outcome-based evaluation and organizational improvement.  She is an Adjunct Professor at the Brown School of Social Work at Washington University and has presented at numerous international conferences.    


PAUL VAN HEESWYK
PTA Consultant

Paul van HeeswyPaul van Heeswyk is a consultant child and adolescent psychotherapist, specializing in the design and implementation of treatment programs for children and adolescents.

Paul qualified in 1981 at the Institute of Child Psychology (UK). Since qualifying Paul has held a wide variety of consultant positions including,

  • Principal Child & Adolescent Psychotherapist at Springfield University Hospital.
  • Head of Child and Adolescent Psychotherapy in Oxleas NHS Trust.
  • Consultant Child and Adolescent Psychotherapist, Primary Mental Health, Oxleas NHS Trust.
  • Head of Child Psychotherapy, Art Psychotherapy and Occupational Therapy (CAMHS) in Guy's Hospital, Lewisham and North Southwark NHS Trust.
  • Consultant Child and Adolescent Psychotherapist to two national organizations providing recovery for severely traumatised and abused children with attachment disorders.

Paul has also trained in: EMDR Therapy levels 1,2 and 3; Neurofeedback; CBT Skills; Thoughtfield Therapy.

He has published numerous articles and a book 'Analysing Adolescence'. 


DEBBIE HAMIL
PTA Consultant

Debbie HamilDebbie Hamil is a consultant specializing in evaluation and review, and program development.

Her career spans from 1993, working in children's services as a manager, trainer, and clinician. She has a wide variety of experience working with nationally renowned organizations providing therapeutic programs for children in residential and foster care. 

Debbie is specifically skilled in the following areas: planning and implementing training programs; assessment and inspection; staff management, including recruitment and development appraisal; development and writing of organization policies, procedures and guidelines.

Her qualifications include a Masters and Diploma in Social Work, and MA in Therapeutic Child Care (Welfare).


TAMMY RATOFF
PTA Consultant

Tammy RatoffTammy Ratoff is an Organizational Consultant and Psychoanalytic Psychotherapist. Tammy's professional aims are: 'To continue to make a contribution to the local community by offering my skills both to the public and private sectors as an experienced psychoanalytically informed practitioner working with individuals, couples, groups and organizations'.

She qualified as a Psychoanalytic Psychotherapist at the London Centre for Psychotherapy in 1993 and completed her MA in ‘Consultation and the Organisation - Psychoanalytic Approaches’ at the Tavistock Centre in 1997. Since qualifying Tammy has: worked with a number of organizations as a consultant in the public and independent spheres; provided psychotherapy and supervision within the NHS and in private practice; and also as a trainer on national psychotherapy and consultancy courses.

She is a member of various professional organizations including,

  • Learning Community University of West of England, Centre for Psycho-Social Studies
  • Association for Psychoanalytic Psychotherapy in the Health Service
  • London Centre for Psychotherapy
  • Registrant of British Psychoanalytic Council
  • Associate of OPUS: (An Organization for Promoting  Understanding of Society)

Dr. NEIL THOMPSON
PTA Consultant

Dr Neil ThompsonDr. Neil Thompson is the managing director of Avenue Consulting Ltd: the Well-being Specialists and also manages Avenue Media Solutions. He has held full or honorary professorships at four UK universities. He is a well-published author with over 100 publications to his name, including more than 30 books, several of which are bestsellers. He has been a speaker at conferences and seminars in the UK, Ireland, Italy, Spain, Norway, the Netherlands, Greece, the Czech Republic, Hong Kong, India, the United States, Canada and Australia.

He is a Fellow of the Chartered Institute of Personnel and Development, the Higher Education Academy and the Royal Society of Arts, and a member of the International Work Group on Death, Dying and Bereavement.

He is the editor of the US-based international journal, Illness, Crisis & Loss and editor-in-chief of the online community: Social Work Focus and the free information resource humansolutions. He is a sought-after conference speaker, consultant and facilitator.
